EU Elections, the Rising Populists, and Why Europe is Worried

Guest post by Etienne Borocco in France: Europe went to the polls last weekend and elected a lot of fringe politicians to the EU parliament. So what does it all mean?

Traditionally, the turnout is low in the European elections: only about 40%. This year, it was 43%. The functioning of the European Union is quite complex, as depicted in the chart below:

Why the EU elections matter — and why the media and most voters ignore them:

The directly elected European parliament and the unelected Council of the European Union (Council of Ministers) co-decide legislation. The European Commission has the monopoly of initiative, i.e. it is the only one to initiate proposals. The European Parliament can vote on and amend proposals and has the prerogative to vote on budgets. If the Council of European Union say no to a project and the parliament yes, the project is rejected. So the parliament is often described as powerless and its work, which is often about very technical subjects, does not hold the media’s attention very much. Consequently, the European elections to vote for Members of the European Parliament (MEPs) have a low turnout – and a lot of electors use it to express concerns about national subjects.

For example in France, 37% of the registered voters answered that they would vote by first considering national issues and 34% also answered that they would vote to sanction the government. The proportional vote system (in contrast with America’s first-past-the-post Congressional elections, for example) gives an additional incentive to vote honestly according to one’s opinion, rather than strategically for a major party (or major blocs of allied parties in the case of the EU parliament).

The May 25th European election was a shock in the European Union, even after the small parties had long been expected to do well. The biggest parliamentary groups in the European parliaments lost seats, while parties that reject or contest the European Union rose dramatically.

In Denmark, in the United Kingdom, and in France, the anti-euro right wing took the first place. It was particularly striking in France because unlike the traditionally euroskeptic UK or Denmark, France was one of the founding countries of European integration and is a key member of the eurozone (while the other two are outside it). The Front National (FN), which has anti-EU and anti-immigration positions, gathered one quarter of the vote in France. Non-mainstream parties captured significant shares in other countries, although they did not finish first.

The new seat allocations:

Let’s look at the gains and losses. With the exception of the socialist bloc, the traditional parties lost seats — particularly in the mainstream conservative EPP and centrist ALDE blocs, which virtually collapsed. The May 25 European parliamentary elections also marked the notable appearance of new populist right-wing parties in Eastern Europe, among the newer member states. For example, two conservative libertarian parties (movements that are a bit like a European version of Ron Paul) won seats – the KNP in Poland and Svobodní in Czech Republic. Moreover, the national government ruling parties were hugely rejected in most countries, whether by populist fringe parties dominating (as in France, the UK and Denmark) or by the main national opposition parties beating the ruling parties.

Among the non-aligned (NA) members elected, if we exclude the six centrists MEPs of the Spanish UPyD (Union, Progress and Democracy), the 35 MEPs remaining are from far-right parties.

Among the 60 “Others” MEPs, there are 3 MEPs of Golden Dawn in Greece and 1 MEP of the NPD in Germany, both of which are neo-Nazi parties. The NPD was able to win a seat this year because Germany abolished the 3% threshold. With 96 seats for Germany, only 1.04% of the vote is enough to get a seat. The Swedish Democrats (far right) got 2 seats. In total, 38 MEPs represent far-right parties, out of a total of 751 MEPs.

So why do observers talk about an explosion of far right?

Beyond those scattered extremists, the vote for the more organized euroskeptic, hardcore conservative, and far right parties all increased sharply. The UKIP in UK (26.77%, +10), the National Front (FN) in France (24.95%, +18), the Danish People’s Party (DPP) (26.6%,+10) and the FPÖ in Austria (19.7%,+7) rocketed from the fringe to center stage. The UKIP, the FN, and the DPP all arrived first in their countries’ respective nationwide elections, which is new.

Other parties elsewhere did not come in first but performed unexpectedly (or alarmingly, depending on the party) well this year. For example, although the Golden Dawn only won three seats from Greece, they did so by winning 9.4% of the country’s vote, even as an openly neo-Nazi party. The Swedish Democrats (9.7%, +6.43) and the Alternative For Germany (7%, new) also made a noteworthy entry in the parliament.

Their shared characteristic of all these parties, regardless of platform and country of origin, is that they are populist in some way.

True, under the word “populism,” a lot of different parties are gathered and their ideologies may vary. While most of these parties claim to be very different, we can, nonetheless, put everyone in the same basket for the purposes of this analysis, to understand why the results were so shocking. Their core point in common is that they all claim represent the people against “the elite” and “Brussels” which embodies both “evils”: the EU and the euro.

Irresponsible lending pressure? Really?

In the November/December 2013 issue of Foreign Affairs, there’s an article by entitled “Why Banking Systems Succeed — And Fail

The essay starts on obvious and solid ground — that the political interests of varying groups in any society shapes how its banking policies are made — but along the way drops out the culpability of the banks in the 2007/2008 crisis. Instead they place the blame on the government regulations and special interest groups in as the primary driving force in the bank collapse, while pretending there wasn’t a massive profit incentive for the banks in the whole process.

In other words, in their view, the fault for the collapse lies with regulations designed to make banks consider low-income people for financing, rather than with the trading around of mortgages.

Guest Post: Our hung parliament

Matt is currently a university student in Britain, but he attended high school in the US with the co-editors of Starboard Broadside*, and he has provided us with his reaction to the inconclusive results of yesterday’s general election.

Well, Nick Clegg has said he won’t be giving any more speeches today, and after those of us who weren’t shut out of the poll station at 10 p.m (which wouldn’t have been a problem but for the bloody Labour government having all pubs shut at 11p.m.), there’s a prevailing feeling that our votes were denied a definite result. One generally expects when they go out to vote to know who’s running the country the following day. However, as exciting (read: worrying) as the results are, they were far from unpredictable. The “yellow tide” of Cleggmania may have fell short of a tsunami, but that’s only because of the very electoral system which Clegg has been critiquing from the start.

The system in the UK is confusing even to us, but to put it simply for American readers, the Lib Dems did do well for a third party, achieving 23% of the national vote (only 6% less than Labour), but the only thing that matters is the amount of seats that are won. In this “First Past the Post” system, whoever gets the most votes in each particular constituency goes to Parliament and the rest of the votes are thrown away. This is how the Liberal Democrats have only 2 million less votes than Labour but 200 less seats in the House of Commons, and this is why Clegg has been demanding electoral reform from the start. The reason this election is so exciting is because of the very issue of electoral reform which it has brought to the forefront, and which will play a decisive role in how the new government is formed.

Indeed, the chairwoman of the Electoral Commission has described the current system as “Victorian” and demanded an overhaul. While we claim with great pride that the voter turnout increased massively, the country was unable to handle this, and polling stations shut voters out after 10 p.m., leading to sit-ins at polling stations around the country, and even demands for another vote to be held.

The anxiety over the current state (or non-state, rather) of the UK government has negatively affected the British economy, with sterling falling from $1.4732 to $1.4678 during Cameron’s speech – this could not have been more badly timed given the current economic happenings. The fact of the matter is that while this country is currently in need of a strong government, we are now left with a minority one that will rely on either small-scale policy compromises between two parties who’s manifestos are on polar opposites, or something even scarier and more revolution-worthy such as a Labour coalition (and we grow tired of Mr. Brown) or a defunct parliamentary minority. While we may wonder who it was that the country really voted for, we can guarantee it was not a Conservative-Lib Dem quasi-coalition. This election’s most defining aspect is that it has disproved the reliability of our current system, and Britons are demanding change.

From his speech given this afternoon, Cameron is in no way proposing an official coalition, but rather, to use his own words, a government which will “try to find new ways in which Liberal Democrats can contribute” – i.e. making the coffee. Expect a cartoon to surface on the internet within a few days of (forgive the cheeky British banter) Clegg with a big “57” painted on his chest kneeling down and doing rude things to a wryly grinning Cameron sporting an even larger “305,” with a caption somewhere along the lines of “Cameron spurns coalition, opts for ‘special arrangement’ instead.” No one expects this government to last for more than a year (in the UK elections can be called at any time, there are no fixed terms). Cameron has, however, said that he will sate the appetite for electoral reform with an all-party Electoral Inquiry Committee, but anyone who has been following Conservative agenda knows that his only desire is to have constituency borders proportional to population size, which – while still progressive – does not address the issues posed by this election.

And if that prospect doesn’t seem uninspiring enough, we are all faced with the fact that Gordon Brown is still in office! In the situation where there is no clear majority, it is up to the prime minister to tender his resignation to HM the Queen and it is Her role to then invite a new prime minister to form a government. This might mean that if the politicians can’t sort it out themselves, then Buckingham Palace will have to make its own decision.

All in all, between a resurgent monarchy and a weak coalition, the results (or, as of yet, lack there-of) of this election have confirmed our anger with the electoral system and lead the way to a United Kingdom that is even less able to deal with either the ongoing or the impending financial crises.

Army of the Imagination?

Today, Meteor Blades of the Daily Kos wrote of the story NBC broke last night about a government report showing the lack of development of the Afghani army, despite the claims that it is becoming a successful fighting force.

Here are some of the most stunning parts of the post (these are quotes from the NBC Broadcast):

The 25-page study obtained by NBC News says senior Afghan commanders are, quote, “not at war. Many ANA leaders work short days, are often absent and place personal gain above national survival.” The report says Afghan troops simply aren’t leading the fight, but remain dependent on US forces, and show few signs of wanting to take off the training wheels. But what’s striking about the report is that it goes to the heart of President Obama’s argument about the war. When announcing the surge, the president said Afghan forces must be trained and equipped quickly, so American troops can return home. But the report’s section on the Afghan army’s personnel says, “Corruption, nepotism and untrained, unmotivated personnel make success all but impossible.”

To understand the context of this: THE main mission of the United States Army, all of the different forces that are there, is to train the Afghan security forces so that American forces can ultimately leave. That is THE No. 1 priority. The reason 30,000 extra troops are going there is to try and create enough security so that an Afghan Army can be built. I was told this by numerous commanders. No. 1 priority.

This report says that that priority is facing serious, serious problems and the military knows it.

 
As the post notes, the coalition claims that 90,000 troops have been trained in Afghanistan since 2001 for the Afghan National Army (ANA), yet no one can find this army anywhere!

Perhaps the biggest problem with the realization that no army exists is because President Obama wants to withdraw troops from Afghanistan in July 2011, when it was estimated that the ANA would be able to take care of the country without the US’s help. But if there really is no such army, then how can the US army fully expected to leave by 2011? The leaked report says that it “cannot take a year to fix this problem” – so if we can’t fix this problem in the time frame already established, are we destined to stay there longer than we expected automatically? What can we do to fix this problem?

The better question is why is the US increasing troops to Afghanistan in the first place, if the main reason was to help train those in the ANA, which is now shown to be essentially fictional? It seems like there is an underlying plan to delay leaving the country for as long as it can be managed. While I don’t know why, maybe one reason is just for the US to have military forces in that part of the world, somewhat similar to having a watchdog in the region. Or maybe it’s because Afghanistan shares it’s Eastern border with Pakistan, where some believe Bin Laden is hiding. Or maybe there really is a genuine interest in making sure that Afghanistan gets up onto it’s feet.

Whatever the reason, the discovery that the ANA doesn’t actually exist certainly doesn’t help the Obama Administration at this crucial point, as it tries to convince the world that it’s doing the right thing by increasing troops there.
