Patriotism means trying to form a more perfect union

An excerpt from President Obama’s remarks in Selma, AL on the 50th Anniversary of the 1965 march:

Their faith was questioned. Their lives were threatened. Their patriotism was challenged. And yet, what could be more American than what happened in this place?

What could more profoundly vindicate the idea of America than plain and humble people – the unsung, the downtrodden, the dreamers not of high station, not born to wealth or privilege, not of one religious tradition but many – coming together to shape their country’s course?

What greater expression of faith in the American experiment than this; what greater form of patriotism is there; than the belief that America is not yet finished, that we are strong enough to be self-critical, that each successive generation can look upon our imperfections and decide that it is in our power to remake this nation to more closely align with our highest ideals?

That’s why Selma is not some outlier in the American experience. That’s why it’s not a museum or static monument to behold from a distance. It is instead the manifestation of a creed written into our founding documents:

“We the People…in order to form a more perfect union.”

“We hold these truths to be self-evident, that all men are created equal.”

These are not just words. They are a living thing, a call to action, a roadmap for citizenship and an insistence in the capacity of free men and women to shape our own destiny.

 
The full speech has other excellent passages as well, but that one spoke most strongly to me right now in the current debates on the meaning of U.S. patriotism, American exceptionalism, and criticism of American policy at home or abroad.

Beware the aid of Chad

Al Jazeera America, “US support for Chad may destabilize the Sahel”:

Washington’s support for Déby assumes U.S. interests in the region align with Chad’s. U.S. policymakers should realize, however, that Chad has demonstrated a vested interest in promoting instability and empowering regional militias. Far from a bulwark of stability, Chad has proved a purveyor of chaos.

Chad’s domestic policies are no less problematic. The country is one of the world’s least free, according to Freedom House’s annual Freedom in the World index. Under Déby’s rule, Chad’s already dismal record for political and civil rights has continued to decline.

The previous regime in Chad, ejected in the 1990 coup, was also a close U.S. military ally, with success against Libya but horrible results domestically.

Chad’s regional interference in the past 15 years has included repeatedly supporting rebel groups in Sudan, Central African Republic, and elsewhere, in addition to its provision of support and troops for French and US military operations in Mali and Nigeria. Its Central African Republic intervention, which included overthrowing the government and then sending troops to “keep the peace” in the ensuing chaos, ended in disaster, as I previously recounted on this site:

[…] neighboring regional power Chad announced its intention to withdraw its forces from the 6,000 strong African Union multinational intervention force. (Most of that force will be replaced by the new UN force, rather than supplemented.) Chad’s move followed mounting accusations (which were probably true) that it was not a benevolently intervening impartial force but was rather a full-fledged party to the conflict.

Although it’s never been entirely clear just how much meddling Chad’s government was doing before the reciprocal atrocities in C.A.R. began last year, many Christian civilians on the ground had become convinced (rightly or wrongly) that Chad was taking sides and facilitating Muslim militia activities. As a result, various Christian militia groups had begun attacking Chadian peacekeepers more and more frequently, culminating in an alleged recent massacre of Christians (supposedly in self-defense) — all of which prompted their decision to depart. The UN’s newly expanded force will mostly be coming from other African nations, like the existing peacekeepers, but UN officials seem relieved to have Chad’s controversial troops out of the picture, without needing to ask them not to participate anymore.

 
The intervention in Nigeria seems to be the one most closely motivated by economic fears (BBC):

Chad has been impatient to act in order to protect its supply routes, crucial to its economy. Goods come through Cameroon’s Far North while it exports oil through a pipeline running through Nigeria’s Adamawa state.

(That state is just south of current Boko Haram territory.)
Wall Street Journal:

Rampaging through northeastern Nigeria and attacking neighboring Cameroon in January, Islamist militants squeezed paths used by herdsmen who walk one of Chad’s main exports—cattle—to market in Nigeria. Boko Haram also choked off the flow of manufactured goods into Chad’s capital, N’Djamena. Prices for everyday imports like plastic tubs have skyrocketed.

 
Nigeria has done very poorly against Boko Haram, but Chad’s deepening involvement (some of it undertaken without the permission of Nigeria’s government) should be at least as troubling to as welcomed by the international community, if not more so.

France still stiffing nuclear test victims

Johnny Magdaleno reported extensively on France’s failure to compensate involuntary civilian test subjects in a piece for Al Jazeera America headlined “Algerians suffering from French atomic legacy, 55 years after nuke tests”

If you thought U.S. nuclear tests were bad (and they were), the French nuclear tests make them look like a paragon of ethics by comparison. The U.S. did battlefield nuclear tests on soldiers near fake towns/farms in the desert and tests near island populations in the Pacific. The French just rounded up Algerians and tested nukes near existing villages. Many people weren’t even warned that there would be testing happening nearby and some went blind from the flash(es). 27,000-60,000 Algerians were affected by atmospheric and underground nuclear weapons tests, directly and over time from subsequent effects.

Then, after French military activities ended (shortly after Algeria’s independence from mainland France), the military lightly buried all the contaminated equipment (leaving it to unsuspecting local salvagers) and relocated tests to French Polynesia, much like U.S. tests in/near the Marshall Islands, with similarly devastating effects to islanders.

The United States has at least been making extensive compensation payouts to troops and civilians for decades, while France — as the article details — has barely paid out anything for anyone, to date, despite admitting to responsibility for injuring/harming tens of thousands of people.

Additionally, according to Wikipedia, the 1961 French testing in Algeria may have been responsible for the USSR — and in turn the United States — ending an informal moratorium on atmospheric testing, thus causing scores more nuclear weapons to be unleashed on the planet and escalating tensions ahead of the Cuban Missile Crisis.

Black Wall Street: We did it by ourselves and were punished.

When Black people and other People of Color speak out about the lack of representation for them in any medium there is usually a lot of pushback. Replies range from pointing to the one example of non-White representation they can find, to the more extreme and exclusionary “If you want to be represented, make it yourself!” The latter is an interesting piece of advice, but it’s entirely too simple.

Moreover, it ignores the fact that Black people have for many years have been doing just that, only to then be punished for it. Throughout history, in instances where Black people in the U.S. tried to make their own place in society, they were met with extreme opposition.

In Memphis TN in 1889, because the success of his grocery store was taking Black customers away from the competing White-owned grocery across the street, Thomas Moss was lynched.

In 1923, the town of Rosewood FL, a primarily Black town, was destroyed after a rumor was spread that the town was housing an escaped Black prisoner. In both cases, and in many other instances of lynchings or any attack on Black communities, the Black victims were attacked because White people were uncomfortable with the idea of Black Success — or even Black Self-Esteem and Assuredness.

The bombing of Black Wall Street (otherwise known as the Tulsa Race Riot) is a textbook example of the results of this discomfort. In the early 1900s, the city of Tulsa began to grow at a rapid pace. By 1921, just after the first world war, the city was already going through its second oil boom.

The Black neighborhood of Greenwood, although not oil-rich, was prospering in its own right. Segregation meant that the Black residents could not patronize most place outside of the area, but they could own businesses, homes, and more in Greenwood. They did so, establishing good businesses by the hundreds. The neighborhood flourished and became a center of Black affluence, earning it the nickname “Black Wall Street.”

Then, predictably, in May 1921, there was a crime reported. A young White woman was assaulted, and the assailant was said to be a young Black man. The young man under suspicion was arrested and, shortly after the rumors of the events spread, a mob of angry and armed white men decided to take matters into their own hands. They were met by a counter-mob, of Black men, and then the confrontation escalated when shooting broke out.

By the next morning, on June 1, Greenwood had been burned almost to the ground, and up to 300 people were killed. Residents even reported that planes had gone over the neighborhood and dropped crude bombs on businesses and residential buildings. Troops were deployed to try to restore order, but it was too late. The destruction left many of the residents homeless and living in tents for almost a year.

There is a lot of speculation on what the actual motivation behind the attack was. Although it was initially stated that it was because of the alleged (and later dismissed) attack of the young White woman, there was already high racial tension before then. White residents’ membership in The Ku Klux Klan had grown rapidly in the few years before the attack, and many of the White people in the Tulsa neighborhoods just outside of Greenwood were poor.

Seeing the neighborhood just next door doing so well probably made the already existing tension even worse. The initial accusation of an assault on a White woman by a Black man was a common trope in, and racist excuse for, lynchings or attacks on Black neighborhoods that were doing well economically in the South.

Whatever the motives behind the attack were, this is still a horrendous moment in U.S. history. Although the neighborhood was able to eventually rebuild itself over the next five years, it still goes to show that even when Black people are able to build their own communities, there is still the threat of people on the outside destroying everything.

Maybe instead of the emphasis just being on Black people “making their own” there could be an equal emphasis placed on others not destroying what we do make.

Tomb of Suleyman Shah, future casus belli, revisited

Editor’s note, February 22nd, 2015 at 3:25 PM US ET: In a surprise move, Turkey staged a dramatic military operation overnight with 600 troops and 100 tanks/vehicles to evacuate and demolish the tomb site and re-locate the crypt itself to a new site closer to the Turkish border but still apparently inside Syria.

In late September, early in the siege of Kobani, I discussed what might provoke Turkey to participate in the war against ISIS in Syria. One scenario I mentioned — because the Turks have tried to hype it up a lot — was a potential attack on the Tomb of Suleyman Shah, an unusual Turkish territory inside Syria.

[…] if ISIS forces directly attack Turkish troops — a scenario raised again this week by Deputy Prime Minister Bulent Arinc in relation to the Turkish Special Forces stationed at the Tomb of Suleiman Shah in an enclave near Aleppo. The tomb, guarded by Turkey’s military since 1938 under the terms of a 1921 treaty with France, has been repeatedly and publicly identified by ISIS as a target all year. ISIS may have hesitated to attack the Turkish enclave, given that a direct assault might trigger an automatic invasion of Syria by all of NATO, under Article V. Turkey beefed up security at the tomb significantly earlier in the year (rather than withdrawing), but the troops there are reportedly tenuously supplied due to deteriorating local conditions as the Aleppo region becomes the center of fighting between Turkish-backed Syrian Arab rebels, the Syrian government, and ISIS.

Turkey’s role in Syria:

Recent Syrian Army efforts to encircle Aleppo completely may also strain the Turkish supply capabilities at the tomb further, but this remains a manufactured problem. Turkey has continued to escalate the tomb situation, either for reasons of national pride or for creating a casus belli (cause for war) that might lead to the de facto partition of Syria with northern Syria under semi-official control of Turkey.

Turkey contested control of that territory, partially successfully, with the French between the world wars, and the tomb was a consolation prize for not getting more. Hardline Turkish irredentists likely still believe that northern Syria rightfully belongs with Turkey.

However, a new Al Jazeera America op-ed argues that it is extremely unlikely that NATO would agree with the Turkish government’s viewpoint on the significance of an attack on the tomb:

[…] Erdogan should not get his hopes up. Invoking Article 5 of the North Atlantic Treaty is not automatic. Any country which feels it has been the victim of an attack and wants NATO’s assistance must first secure a unanimous vote from all 28 members of the alliance.

Ultimately, invoking Article 5 of the North Atlantic Treaty is a political decision taken by the elected leaders of each member state.

Turkey is viewed by many in NATO as more of a hindrance than a partner under Erdogan’s leadership. Many in NATO are puzzled as to why Turkey has not played a bigger role in taking on ISIL.

They have also been put off by Erdogan’s crackdown on political dissent, limitations on press freedom, and his drive to bring a more conservative brand of Islam into what is still a largely secular society.

Consequently, in the current political climate it would be inconceivable to believe that all 28 NATO members would vote to invoke Article 5 to defend what many outside Turkey might consider to be a post-imperial anomaly.

American History: Ida B. Wells and Intersectionality

If you’ve been on Facebook for more than 5 minutes, you’ve probably come across one of two specific types of articles: the “Is Beyonce/Nicki Minaj/Rihanna a Feminist?” article — which criticizes those celebrities, usually for their scantily clad music video performances — or the “Why Lady Gaga/Miley Cyrus/Katy Perry is a Feminist icon” article — which lauds those celebrities, usually for their scantily clad music video performances. These two article types are very popular, especially after major award shows or the release of new music videos.

But the thinly veiled racism behind who gets to be a Feminist Icon, and whose feminism gets questioned has been receiving a lot of pushback on other social media sites. Women of Color are especially vocal, pointing out that much of mainstream feminism ignores the intersections that race, class, sexual orientation and gender identity play in the lives of anyone other than White women.

This fight isn’t new. In fact, Black women in the US have been talking about the intersection between race and gender for a very long time.

ida-b-wellsOne woman who was a very outspoken voice for the rights of Black women was Ida B. Wells, a writer, businesswoman, activist, and suffragette. Ida B. Wells’ work is often framed around race, not just because she was such an outspoken anti-lynching advocate, but also because she was not afraid to speak against the racism she saw happening in the female-dominated Suffrage and Temperance movements for women’s voting rights and alcohol limit laws respectively.

Wells was especially vocal about Frances Willard, a prominent figure of the Women’s Christian Temperance Union. Willard used racism to try and sway US Southerners towards Temperance and Suffrage. In order to gain Southern support Willard played to their fear of Black economic success, stating that liquor was at the center of it. Willard also claimed that liquor caused Blacks to be aggressive, which could endanger White women and children.

At the time, Black men purportedly being dangerous and aggressive was the reason given for lynchings in the South, but after tireless research and personal experience, Well’s had already known that Black economic growth was one of the main reasons for the lynchings. Wells also knew that Black women as well as Black men were being lynched in the South. In 1893, while both Wells and Willard were on tour in Europe, trying to garner support for anti-lynching and Temperance respectively, Wells exposed Willard’s racism to Europeans who previously couldn’t believe Willard would do such a thing.

This wasn’t the only time Wells had to deal with racism in women’s movements. In 1913 during the World Suffrage Parade, Black women were asked not to march in the parade with White Suffragettes because of fear it would set back progress Suffrage had made with Southern states. Instead, Black Suffragettes were asked to march after several other groups. Although many of the Black Suffragettes agreed to the segregated march, Wells did not. Wells initially was going to boycott the parade, but instead waited in the crowd and joined the parade after it started, making sure to join with the White Suffragettes.

Although the idea of intersections in Feminism may seem new, in reality it isn’t. And although many will tell you that the relationship between major Feminist movements/activists and Women of Color has gotten better, it hasn’t. Wells was considered a “radical” in her time by bothering her contemporaries in issues of race and gender, many of whom disliked the way she fought for her causes — or the fact that she spoke up at all about the issues that she faced as a Black woman.

Nowadays, with the rise of blogs and the internet generally, Black women are given far more access to spaces where they can speak about their issues with people who aren’t aware — and also with each other. The downside, of course, is that with this new access also comes new opposition. But despite all of that, Black women still speak out, just as Ida spoke out.
