The Only Way is Blair?

Questioning a fundamental tenet of the Tony Blair mythos (and the Bill Clinton mythos).

One of the major talking points put forward by Tony Blair allies (and the former Prime Minister himself) in the aftermath of the 2015 election fiasco and again now during the leadership contest with the rise of leftist Jeremy Corbyn has been that Blair’s strain of Labour Party ideology (“New Labour”) was superior to all others because he “won three elections in a row” with it and brought Labour out of its nearly two decades in the opposition wilderness. Blair’s own snide phrasing, which he even dared to utter long before the election loss, was “a traditional left-wing party competes with a traditional right-wing party, with the traditional result” implying that a traditional left-wing party can’t win elections (not that Labour ran a particularly or consistently left-wing campaign this year).

Similarly, we sometimes hear roughly the sentiment echoed in the United States with regard to Bill Clinton’s centrist/triangulating Democratic Leadership Council (DLC) and the “New Democrats.” Blair explicitly modeled his 1997 election campaign on Bill Clinton’s 1992 and 1996 presidential campaigns (and Clinton’s wider political philosophies), so there are always comparisons between the two. At minimum, they both ran on highly personality-oriented campaigns that claimed to be bringing a new direction to politics on the whole, not just to their own parties. Something transcending those “tradition” right and left alignments, supposedly.

Let’s examine these dual contentions, though. Did the Democrats re-take the White House in 1992 because of Clinton’s Democratic Party centrism? Did Labour re-take parliament in 1997 because of Blair’s New Labour approach?

Blairites and Clintonites alike fervently believe that centrism is what won them power. I would contend instead that inevitability did. Eventually, the opposing major party returns to power.

Blair going centrist didn’t “save” Labour from itself. Conservatives held power for 18 years. Prime Minister John Major’s net approval rating across the early 1990s was in -60 to -20 range. The Labour leadership had higher net approval before Blair took over as opposition leader in 1994, and Major’s net approval really fell off a cliff even before Blair’s ascent. I would conclude from that that any reasonably competent politician (left or center) could have led Labour back to power in 1997 after a whopping eighteen (bleak) years of Conservative rule. (True, leadership ratings are not wholly predictive at the ballot box, but they’re indicative of strengths or weaknesses in broad terms.)

By comparison, Democrats panicked after losing the White House only 3 times in a row in merely 12 years (1980, 1984, 1988). In all likelihood, rota fortunae (the ever-rotating wheel of fortune), not DLCism, won the White House back for Democrats in 1992. The relatively centrist Democratic Congressional caucus also kept shrinking before and after Clinton’s ascent to power, eventually leading to the loss of its House majority in 1994 for the first time since the 1950s. It’s a little hard to square that fact with the Clinton hype.

Much like Prime Minister Major, of course, President George H.W. Bush was struggling with rather low popularity by 1992. Where the year before his high ratings had deterred every single top-tier Democrat from challenging him (leaving Clinton to emerge startlingly from the third tier), by July 1992 George H.W. Bush had the approval of less than 30% of Americans. Not a ringing endorsement for him, and also not really a function of anything Clinton was doing. I believe a reasonably competent progressive Democrat — anyone who could connect with voters on their top concerns and tap into their frustrations — could have won the White House in 1992.

“Inevitability” is, of course, a loaded word in politics. But I’m speaking in broad, big-picture terms based on historical and structural realities. The odds were very low that, in both the U.S. and the U.K., during the 1990s, the major left-leaning parties (Democrats and Labour respectively) would completely wither away and die out as a major party. Thus, regardless of ideology, they would have remained the only serious voting options for people who had lost patience with the incumbent governments. Eventually, in democratic systems, people always get tired of single party rule and change horses.

That’s why three terms in a row for one party to rule is already relatively unusual, 4 terms is rarer, and 5 almost never happens. At a certain point, how far left/center/right your party runs in a breaking-point election becomes pretty irrelevant in a system dominated by two parties. People get frustrated enough to vote for the opposition party automatically. It doesn’t even take that long, considering just 12 years seems to be a pretty common point for voters to jump ship.

Republicans have learned that fact very well and used it to their advantage to continue winning elections with ever-more conservative platforms. Rather than giving up and moderating, they just wait it out and organize for the next moment of frustration in which to bring extreme candidates into office to enact steadfastly conservative agendas.

“A parliamentary era”

An era of bipartisanship existed during the Cold War because of the Cold War and because the two parties were both ideologically divided. There were liberals and conservatives in both the Republican Party and the Democratic Party. And a lot of them, not just one or two. So there was bipartisanship because either the liberal wing of both parties voted for something, or the conservative wing of both parties voted for something.

That era is over. It is not coming back. We are now in a Parliamentary Era where each party represents one ideology. We have been since 1994. Our punditry, and old fools like Carl Bernstein, need to finally finally wake up to it.

Washington cannot be united. And it shouldn’t be. What instead has to happen is that, if you want anything to get done in Congress, is to vote for one party completely or the other, so that you have Congress and the Presidency controlled by one party.

When The Party’s Over: The 1820s in US Politics

A recent eye-catching Washington Post op-ed, reacting to the surges of Trump and Sanders, posed the historically-based question “Are we headed for a four-party moment?” This op-ed had potential — it’s true after all that the seemingly solid two-party system in the U.S. occasionally has fragmented for a few cycles while a major re-alignment occurs — but, for some reason, it only used the 1850s and 1948 as examples (and 1948 isn’t even very illustrative in my view).

A far more intriguing additional parallel would be the 1820s (and the 1830s aftershocks). In 1820, one-party rule under the Democratic-Republican Party was fully achieved on the executive side of government, and no one opposed President Monroe for either re-nomination or re-election. It was the party’s 6th consecutive presidential win. The Federalists remained alive only in Congress, where 32 representatives (just 17% of the House membership) remained. By 1823, there were only 24 Federalists in the House. By the fall of 1824, they had all picked a Democratic-Republican faction to support.

That year’s factionalism, however, was when things fell apart for single-party rule, alarmingly rapidly. The Democratic-Republican Party ran four (4!) different nominees and 3 running mates (Calhoun hopped on two tickets). Andrew Jackson won the popular vote and the most electoral votes, but no one won a majority of the electoral college. So, the U.S. House (voting in state-blocs under the Constitution) had to pick, and they chose Secretary of State John Quincy Adams, the second-place finisher.

In 1828, when Jackson set out to avenge his 1824 defeat-by-technicality, a huge number of new (but still White and male) voters were permitted to vote for the first time. Contrary to the popular mythology, not every new voter was a Jackson Democrat, though many were. To give a sense of scale for the phenomenon, both Jackson and Adams had gained hundreds of thousands of votes over the 1824 results in their 1828 rematch. At the time, that was so huge that the increases to each in 1828 were actually larger than the entire 1824 turnout had been.

In part as a result of all of this turmoil in the electorate, the party split permanently that year, creating the Democratic Party (which continues to present), under challenger Jackson, and the rival “Adams Men” trying to keep President Adams in office that year. The Democrats under Jackson won easily in 1828. A third party, the Anti-Masons, entered the U.S. House with 5 representatives.

The defeated Adams Men faction, having lost their titular leader, became the Anti-Jacksons — and were officially named National Republicans in 1830. That year, in the midterms, the Anti-Masons picked up more seats, to hold 17, while a 4th party (under Calhoun) of “Nullifiers” sent 4 representatives. But Jackson’s Democrats held a clear House majority.

The large influx of new voters also still needed to be managed, particularly by the opposition. The three big (or sort of big) parties in 1832 — Democrats, National Republicans, and Anti-Masons — held national conventions (all in Baltimore) as part of this democratization and party-organization push. MA legislature blocks Gov. Baker’s painful education cuts

Last week the State Senate voted to restore much of the education funding to the Massachusetts State budget, including: $5.25 million to the University of Massachusetts, $217,000 for Quinsiggamond Community College, and, perhaps most importantly, $17.6 million in kindergarten grants. The House followed along the same lines.

By July 30, lawmakers had restored 60% of Governor Baker’s $162 million budget cuts (via line-item veto) to the $38.1 billion Massachusetts budget originally sent to his desk. As to be expected in Massachusetts, a state consistently ranked as having one of the country’s best public education systems, it was the cuts to education that drew the most attention and ire.

Senate President Stanley C. Rosenberg (D) spoke strongly about the need to keep funding for education:

“If we’re serious about closing the income inequality gap, expanding educational opportunities for working families must be an important priority. By overriding the governor’s ill-advised education vetoes, we’re helping middle-class kids get the tools they will need to prosper in a demanding and competitive economy.”

 
Governor Baker, who ran and won his seat as Governor as a moderate Republican in a deeply blue state, has been evasive when it comes to his true opinion of early childhood education. While running for governor, he insisted:

“We need to make sure there’s a runway here between pre-k into strong elementary and middle school and high school education.”

 
However, as a candidate, he refused to pledge to shrink the waiting list of 17,000 low-income students hoping to get a spot in a subsidized pre-kindergarten program.

As governor, Baker has frequently pointed to the cost of pre-Kindergarten programs, but vetoed a program to establish best practices for cost-control in pre-K programs. Baker also frequently sites a Brookings Institute study, which notes the disappearance of benefits of a pre-K program by the third grade if students are in under-preforming schools. This seems like a thin defense for cutting pre-K programs, but an important reason to figure out how to improve pre-K programs.

Governor Baker points out that the $17.6 million of kindergarten grants he planned to cut was part of a program originally intended to help school districts establish full-day kindergartens and with 90% of MA towns now providing full-day kindergarten, the grants no longer fulfill their original purpose. Many school leaders say their kindergarten programs rely on this funding and if it is to disappear, it should do so gradually, not all at once, leaving school districts in the lurch.

The cut of these kindergarten grants was overridden unanimously in both the House by a vote of 155-0 and the Senate by a vote of 38-0.

The truth is that Baker governs a state where 73% of residents support early childhood education and 53% would support raising taxes to support it. With polls like this one, it is easy to see that Baker’s values may not match up with the state he is governing. It is hard to believe that short-sighted budget cuts like this one will not come back to haunt him.

3 Dem Senators say NCLB reforms don’t go far enough

The US Senate passed a bill last Thursday, which would overhaul No Child Left Behind (NCLB) legislation, by a strong bipartisan vote of 81-17.  Only three Democratic Senators voted against passage of the Senate’s version of the bill: Elizabeth Warren (MA), Chris Murphy (CT), and Cory Booker (NJ).

These three Senators, along with Senator Chris Coons (D-DE), had with broad Democratic support unsuccessfully introduced an amendment to the bill, called the “Murphy Amendment.” The amendment had called for states to identify schools that required intervention: the lowest performing 5% of schools in the state; high schools where less than 2/3 of students graduate on time; and any school where poor, disabled, or English language learner (ELL) students do not meet state-set goals for two consecutive years.

States would then be required to set-up an intervention strategy to better support those schools. Unlike the original NCLB legislation, under-performing schools would not lose funding, but would receive extra support to create a long-term plan to improve education outcomes.

All but three Democratic Senators voted in favor of the Murphy Amendment. The exceptions were Florida’s Bill Nelson (who did not vote), New Hampshire’s Jeanne Shaheen, and Montana’s Jon Tester. The only member of the Republican majority to join them was Rob Portman of Ohio.

Supporters of the amendment (including the President) believed that this amendment would have allowed the education reform bill to also serve as a civil rights bill, forcing each state to live up to its responsibilities to all of its citizens. A press release from Senator Murphy’s office notes the support the amendment received from civil rights advocates:

“While many educators hail the Senate bill as an improvement over the current federal education system, a coalition of 36 civil rights organizations are concerned there won’t be enough accountability, and that failing minority and disabled students will fall through the cracks.”

 
Accountability is a key term in the debate over education reform. Senator Booker says the reforms which passed in the Senate do not, “provide meaningful accountability measures that address the disparate achievement gaps for low-income students and students of color.” Without appropriate safeguards to identify and serve the states’ failing students and schools, there will be no way to tell if the bill is effective or fair.

The amendment’s opponents claim that the amendment would retain NCLB’s emphasis on testing, since states would be required to use test scores in their formula to determine failing schools. However, the amendment would give more power to the states to use other measures in their formula as well, such as high school graduation rates.

Senator Warren, who initially voted for the bill as a member of the Education Committee, explained her vote on the final bill:

“In many ways, this bill represents a significant improvement from No Child Left Behind, moving away from rigid standardized tests and respecting the vital work that our teachers do every day–and I strongly support those changes. But this bill is also about money, and it eliminates basic, fundamental safeguards to ensure that federal dollars are actually used to improve both schools and educational outcomes for those students who are often ignored.”

 
Although the Murphy Amendment was rejected, it remains relevant in the NCLB overhaul debate. The U.S. House passed a much less bipartisan reform bill on July 8, by a margin of one vote after a sizable Republican revolt and unified Democratic opposition.

The House of Representatives, the Senate, and the White House will now have to work to merge the House version and the Senate version into a bill that President Obama will sign. The call to make this a sweeping civil rights bill and the need to ensure that bill brings improvement to our nation’s education system are themes that are sure to echo throughout DC and around the country in coming weeks.

Warren, Booker, and Murphy have probably foreshadowed much of the debate ahead, as each legislator lobbies for their vision of education in America in the ultimate version of the legislation.
