US weapons flood risks destabilizing Iraqi Kurdistan

A new report in Foreign Affairs argues that the uncontrolled flood of weapons from U.S. government sources to Iraqi Kurdish officers in the field and official weapons grants routed through Baghdad (all for the purpose of fighting ISIS quickly, of course) is undermining years of careful work to professionalize the Kurdish peshmerga forces and bring them under civilian authority and a unified military chain of command regardless of Kurdish political parties. This U.S. policy could destabilize the region — which has previously been a fairly steady oasis in the country — and trigger the final exit of Iraqi Kurdistan from Iraq as a whole.

The military aid is uncoordinated, unbalanced, unconditional, and unmonitored. Because of the lack of oversight on weapons’ allocation, and because the weapons come with no strings attached, officials can direct them to their own affiliated peshmerga forces, empowering loyalist officers and entangling the rest of the officer corps in petty rivalries. All this distracts the peshmerga from the real task at hand: assessing, preparing for, and countering terrorist threats. To fix the problem, the U.S.-led coalition should place any assistance under a single command, under civilian control and away from political rivalries.

The West has failed to consider both the evolution of the peshmerga and Kurdish politics in general. It has conditioned weapons deliveries to the KRG on the approval of Baghdad, a policy designed to keep the Iraqi capital sovereign and to discourage total Kurdish independence. But the policy is outdated. Today, the PUK is ascendant in Baghdad, so channeling weapons to the Iraqi government has only further alienated the KDP from the central government. In turn, KDP officials have made increasingly provocative calls for independence and solicited direct arming to cut out Baghdad, which it views as being dominated by Iran. Western policymakers might shrug, believing that such divisions will at least prevent the parties from successfully joining together to press for an independent Iraqi Kurdistan; in reality, these divisions prevent Kurdish parties from effectively participating in the Iraqi state.

 
This doesn’t automatically mean the United States and its allies should not be supplying weapons to Iraqi Kurdistan’s peshmerga forces, but it does signal that the policy should be reorganized.

Op-Ed | India’s Zero Dark Thirty Moment

This week, India’s military staged a covert operation into neighboring Myanmar (Burma) to target two camps of ethnic separatist militants. The action was taken in order to eliminate the source of recent unprovoked attacks that killed 30 Indian troops near the border.

Assertive or jingoistic Indians are happy that the military action had shades of the U.S. Seal Team Six raid on Abbottabad, Pakistan to kill Bin Laden. The broadly enthusiastic public reaction in India seemed to be almost comparable.

In U.S. style, Indian Air Force drones monitored the operation, which lasted 13 hours and involved helicopters dropping in special forces commandos. To avoid detection, they crawled along the ground a significant distance toward two camps, which they destroyed along with dozens of combatants. India reportedly suffered no casualties.

India’s government elected not to notify Myanmar’s government until the operation was nearly complete. On paper, the two countries have a mutual security agreement. This is meant to allow for coordination on cross-border defensive operations precisely like this one.

Instead, Prime Minister Narendra Modi opted for a unilateral approach. It is in line with a more muscular and assertive approach, to differentiate his defense posture for India from what is generally seen, depending on one’s political leanings, as the more timid (or circumspect) mode of his predecessor in such matters.

India as a major military power

Myanmar aside, the Indian government – once again led by the nationalist Bharatiya Janata Party (BJP) – has also escalated military responses to incidents in disputed Kashmir.

At first blush, this looks like a revival of the tit-for-tat antagonism that led India and Pakistan to war in 1999. And India has also worried about rebels in Myanmar for some time. But there is a difference: today, India has a much larger role on the global security stage than ever before.

India has become the world’s top-ranking purchaser of major arms by volume. India imported 15% of arms sold worldwide from 2010-2014 – the largest buyer by a wide margin.

Sushma Swaraj, India’s External Affairs Minister recently hailed rescue operations by India’s military in Ukraine, Iraq, Libya and Yemen. It’s an important point of prestige, as Ms. Swaraj explained: “India’s image has emerged out to be a strong nation in one year so much that even the developed nations like Germany, France and even US sought our assistance…”

The Myanmar operation suggests India is no longer solely focused on rivalries with Pakistan or China and envisions a broader role for itself. One minister announced: “This is a message to neighbors who harbor terrorists,” a category in which he included countries as far afield as Iraq and Yemen. The military echoed this warning to “perpetrators of terror wherever they are.”

US as a poor model for India

Countries like India have long been very opposed to a muscular, borderless and unilateral U.S. military path. Given these recent policy shifts and rhetoric from India’s current government, it would seem some Indian policymakers are actually now keen to emulate that model.

“Might makes right” is the mantra of those activists. However, in the long run, even the U.S. military elite has found these unending little operations exhausting.

And this approach ultimately does little to change realities on the ground. As the United States has found out to its great frustration, such strikes only have a very momentary effect – however politically popular they may be.

At best, they are much like the (futile) effort of decapitating a hydra: the more you chop it off, the more (and faster) other heads of the hydra grow in. At worst, over-reach becomes one’s own death by a thousand cuts.

It is one thing to have a powerful and professional military. It is another to use it wisely. Beware of boundless missions, India.

Saigon’s Fall at Forty

A British journalist recounts and reflects upon his experiences in Saigon at the end — May 30, 1975 — and after:

Through all the years of conflict, war had not often touched Saigon, with the exceptions of the occasional rocket attack, some restaurant bombings and the dramatic but limited incursion into the city – indeed, into the grounds of the US embassy itself – during the Tet offensive in 1968. Saigon shuddered, but felt it had escaped the worst. And in fact, as the liberation music echoed down the streets, it had just escaped again. Although few knew it, the North Vietnamese had been prepared to batter the city with heavy artillery and to fight their way in, block by block, if the defence they met had been stronger. Had the last South Vietnamese president, General Duong Van Minh, not ordered the army to lay down its arms, Saigon would have fared very badly indeed. Vietnamese joked that the communists took Saigon “without breaking a light bulb”. That was not true either: casualties were heavy on both sides, but the fighting stopped just short of the city limits. In the centre, there was potentially more to fear from lawlessness and looters.

 
And here’s an excerpt from a report he filed in 1975 in the final hours:

The power that succeeded the French, the United States, has now been reduced to impotence after its vast expenditure of $150,000 millions [i.e. $150 billion] and 50,000 American lives.

Helicopters settle on top of its fort-like Embassy to take out remaining staff, and the water sprinklers that have whirled on the plush lawns throughout the dry season are finally silent.

The diplomats inside have spent the last week evacuating American and Vietnamese – tidying up after 20 years of American policy in Indo-China. “I feel like someone with a dustpan and broom,” one said, “but at least we’re trying to fulfil our last obligations.”

Whatever happens now, an era is finally over. Journalists, like the Vietnamese themselves, have been simply overwhelmed by the magnitude of what is happening, an event of the utmost significance both for Vietnam and the world. Attempts to encompass it inevitably fail. The only thing to do now is to wait.

A separation of one’s own creation

Estonia has — quite vindictively — done an extremely poor job integrating the older generations of its large Russian-speaking population, which has unfortunately left them closely oriented toward Russia.

For example, Estonia could have provided extensive homegrown Russian-language television programming and instead limited it to 15 minutes per day, which left Russian state television across the border to fill the void, enthusiastically, with anti-Estonian propaganda. Younger Russian Estonians, born shortly before or some time after the Soviet breakup, are somewhat better integrated but only by virtue of cultural assimilation out of necessity, which fosters its own kind of resentments.

These failures, not small military strengths, is what has left the Baltic States vulnerable to Russian intimidation and threats.



 
In related news (pictured above and below), about two weeks ago, the United States rolled a large military convoy with great deliberation 1,100 miles across Poland and 5 other countries, in a show of support to NATO members or a show of force against Russia. NYT:

By the time it is finished, Operation Dragoon Ride, which began a week ago in the Baltics and is due to conclude later this week, will be the longest such movement the United States Army has made across Europe since Gen. George S. Patton diverted his Third Army to relieve Bastogne, Belgium, in 1944.

The Benghazi “scandal” witchhunt made the world less stable

In a piece yesterday in The Globalist, David Apgar argues that the Republican obsession with drumming up a scandal over Benghazi has forced the United States to disengage further with the world at a dangerous crossroads in history.

Partly as a result of the hearings, the United States has withdrawn its last 100 military personnel from Yemen, a special-forces group that has been productive in disrupting terror plots if not in stabilizing the poorest country in the region.

What explains the withdrawal is the veiled threat that Congress will hobble the State and Defense Departments with investigations as arbitrary, burdensome and costly as the Benghazi hearings every time someone sets fire to a U.S. base or captured U.S. personnel appear in garish jump suits kneeling on video in front of knife-wielding psychopaths.

Neither the Obama Administration nor future U.S. governments can afford the distraction promised for adverse outcomes of useful risks — risks like contributing to the MNF in 1983 and maintaining a presence in Benghazi, the heart of a nascent Libyan polity, in 2012.

 
Our retreat from Libya very likely reduced our (already very restricted) ability to keep a lid on the tense national situation and to be aware of rapidly developing situations on the ground. The transition fell apart into chaos. Likewise, while I don’t support most of what the United States has been doing in Yemen for years now, I think it was probably preferable that we maintain a physical and diplomatic presence as long as possible during its sputtering transition.

Every president has been skittish about embassy attacks since the Iranian hostage crisis lasted over a year and helped undermine Jimmy Carter politically as he headed into his unsuccessful re-election bid. But that was a pretty huge crises in its own right, without anyone manufacturing one beyond that. In this case, an already tragic event — the death of four Americans including a veteran diplomat — became such a political battleground, despite the facts and despite the lack of a coverup, that the Obama Administration had to be wary of any elevation of risk at any embassy anywhere in the entire Middle East North Africa region.

And so it is that the people accusing Democrats of “running scared” in the world and not “leading” — or whatever nonsense they’re blowing hard about due to their lack of nuanced understanding of world affairs — are the very same people raising the political risk of doing anything in the world so high that retreat is the only option.

The war in Yemen has begun in earnest now

After years of slowly building chaos, The Houthi force is moving against Aden, the government-in-the-south has fled the country, and — as of tonight — the Royal Saudi Air Force has launched an operation into Yemen under the GCC (or possibly the Arab League) at the request of the fallen government.

10 countries are participating in the operation already: Saudi Arabia, United Arab Emirates, Jordan, Egypt, Pakistan, Qatar, Bahrain, Kuwait, Morocco, and Sudan are all said to be participating, with logistical and intelligence support from the United States.

The involvements of Egypt, Pakistan, Morocco, and Sudan are very unexpected and indicate a much wider operation than anticipated. It also strongly suggests that Saudi Arabia was leaning heavily on every government in the Middle East, North Africa, East Africa, and South Asia to whom it has given a lot of money previously. Saudi Arabia is cashing in every favor for a blistering war against the quasi-Shia Houthi rebels in Yemen, unlike with the rather lackadaisical coalition to support the United States against ISIS in Syria. Qatar, which sent no jets at all in the Syria campaign, sent 10 tonight.

Bahrain, which only participated minimally on the first day of the Syria raids, also sent 15 jets. Bahrain’s Sunni monarchy also “owes” Saudi Arabia for brutally suppressing their own Shia uprising in 2011 (during the Arab Spring) with GCC shock troops.

The UAE and Jordan also sent plenty of bombers over Yemen in the initial hours, in a marked contrast from their wavering in the Syria campaign.

This massive undertaking should, in my opinion, also be taken as a clear signal that Saudi Arabia firmly prioritizes the “threat” from Iran and Iranian proxies (which include the Houthis in Yemen but also 100,000 anti-ISIS fighters across Iraq and Hezbollah anti-ISIS units in western Syria) well above the threat from ISIS, despite tough talk on the latter some months ago.

Meanwhile, Iran has countless military advisers and trainers on the ground assisting the huge Iraqi campaign to re-take Tikrit from ISIS, has been providing close-air support and bombers against ISIS all over the Iraqi skies, and reportedly may even have 30,000 regular troops fighting in Iraq directly.

If I’m looking at the facts and figures, Saudi Arabia and the Arab League in general — the purported American allies — are doing far less to combat ISIS than Iran, even if you buy the theory that Iran’s support for Assad accidentally helped create ISIS in the first place.

This war in Yemen against the Houthis, which Saudi Arabia has been stirring up violently for years, seems essentially to be more of an indirect war between Saudi Arabia and Iran.

And this doesn’t even begin to touch the actual al Qaeda presence in Yemen.
