Vitally important National Labor Relations Board ruling last week — “NLRB ruling could be boost for contract and franchise employees” (Minneapolis Star Tribune):

The National Labor Relations Board on Thursday expanded its joint-employer standard, potentially making it easier for unions to organize employees of franchisees and subcontractors by dragging large corporations to the bargaining table.

The new standard is also significant because corporations could now be held legally liable for workers if franchisees or subcontractors violate labor law.

In a 3-2 decision, the five-member board said that the old standard no longer kept pace with the current workforce where the diversity of workplace arrangements has significantly expanded. For example, in 2014, 2.87 million workers were employed through temporary agencies, more than double from the 1.1 million in 1990.

The tax policy of Trumponomics

A recent New York Times headline blared “Republicans Wary of Donald Trump’s Populist Tone on Taxes.”

On the one hand, this development is hilarious because he’s slamming a huge wedge into the Republican Party. On the other hand, oddly enough some (though not all!) of these tax proposals are pretty legit, at least in theory.

He has threatened to increase taxes on the compensation of hedge fund managers. And he has vowed to change laws that allow American companies to benefit from cheaper tax rates by using mergers to base their operations outside the United States.

“The one problem I have with the flat tax is that rich people are paying the same as people that are making very little money,” Mr. Trump said. “And I think there should be a graduation of some kind.”

 
Implementing his “ideas” is of course another matter, and he would undoubtedly do that wrong if he were actually to become president.

A current question often raised in the European debate is this: What will happen if Turkey becomes more authoritarian? The background of the question is usually to push Turkey further onto the European sidelines. It also belittles the vitality of the political debate inside Turkey and the vitality and creativity of its civil society.

To make my point, let me ask what will happen to Hungary, an existing EU and NATO member, if it goes more authoritarian than it already has?

When France decided in 2005 — and much more aggressively after 2007, when Nicolas Sarkozy became President – to ditch Turkey and stop it on its route to EU membership, it came on the heels of the referendum on the European Constitution. Meanwhile, in Germany, Angela Merkel came to power and that country’s position changed as well.

Mind you, those years were not a time when Turkish democracy was being questioned. Between 2002 and 2007/08, if anything, Turkish democracy was improving by leaps and bounds. The idea often presented in the European debate — that Turkey was ditched because it was not sufficiently democratic or democratizing — is not true.

In fact, as if to add insult to injury, when things started to go wrong in Turkey between 2009 and 2011, the EU Commission wrote the lamest – repeat: lamest! – annual reports on the country’s progress.

The Only Way is Blair?

Questioning a fundamental tenet of the Tony Blair mythos (and the Bill Clinton mythos).

One of the major talking points put forward by Tony Blair allies (and the former Prime Minister himself) in the aftermath of the 2015 election fiasco and again now during the leadership contest with the rise of leftist Jeremy Corbyn has been that Blair’s strain of Labour Party ideology (“New Labour”) was superior to all others because he “won three elections in a row” with it and brought Labour out of its nearly two decades in the opposition wilderness. Blair’s own snide phrasing, which he even dared to utter long before the election loss, was “a traditional left-wing party competes with a traditional right-wing party, with the traditional result” implying that a traditional left-wing party can’t win elections (not that Labour ran a particularly or consistently left-wing campaign this year).

Similarly, we sometimes hear roughly the sentiment echoed in the United States with regard to Bill Clinton’s centrist/triangulating Democratic Leadership Council (DLC) and the “New Democrats.” Blair explicitly modeled his 1997 election campaign on Bill Clinton’s 1992 and 1996 presidential campaigns (and Clinton’s wider political philosophies), so there are always comparisons between the two. At minimum, they both ran on highly personality-oriented campaigns that claimed to be bringing a new direction to politics on the whole, not just to their own parties. Something transcending those “tradition” right and left alignments, supposedly.

Let’s examine these dual contentions, though. Did the Democrats re-take the White House in 1992 because of Clinton’s Democratic Party centrism? Did Labour re-take parliament in 1997 because of Blair’s New Labour approach?

Blairites and Clintonites alike fervently believe that centrism is what won them power. I would contend instead that inevitability did. Eventually, the opposing major party returns to power.

Blair going centrist didn’t “save” Labour from itself. Conservatives held power for 18 years. Prime Minister John Major’s net approval rating across the early 1990s was in -60 to -20 range. The Labour leadership had higher net approval before Blair took over as opposition leader in 1994, and Major’s net approval really fell off a cliff even before Blair’s ascent. I would conclude from that that any reasonably competent politician (left or center) could have led Labour back to power in 1997 after a whopping eighteen (bleak) years of Conservative rule. (True, leadership ratings are not wholly predictive at the ballot box, but they’re indicative of strengths or weaknesses in broad terms.)

By comparison, Democrats panicked after losing the White House only 3 times in a row in merely 12 years (1980, 1984, 1988). In all likelihood, rota fortunae (the ever-rotating wheel of fortune), not DLCism, won the White House back for Democrats in 1992. The relatively centrist Democratic Congressional caucus also kept shrinking before and after Clinton’s ascent to power, eventually leading to the loss of its House majority in 1994 for the first time since the 1950s. It’s a little hard to square that fact with the Clinton hype.

Much like Prime Minister Major, of course, President George H.W. Bush was struggling with rather low popularity by 1992. Where the year before his high ratings had deterred every single top-tier Democrat from challenging him (leaving Clinton to emerge startlingly from the third tier), by July 1992 George H.W. Bush had the approval of less than 30% of Americans. Not a ringing endorsement for him, and also not really a function of anything Clinton was doing. I believe a reasonably competent progressive Democrat — anyone who could connect with voters on their top concerns and tap into their frustrations — could have won the White House in 1992.

“Inevitability” is, of course, a loaded word in politics. But I’m speaking in broad, big-picture terms based on historical and structural realities. The odds were very low that, in both the U.S. and the U.K., during the 1990s, the major left-leaning parties (Democrats and Labour respectively) would completely wither away and die out as a major party. Thus, regardless of ideology, they would have remained the only serious voting options for people who had lost patience with the incumbent governments. Eventually, in democratic systems, people always get tired of single party rule and change horses.

That’s why three terms in a row for one party to rule is already relatively unusual, 4 terms is rarer, and 5 almost never happens. At a certain point, how far left/center/right your party runs in a breaking-point election becomes pretty irrelevant in a system dominated by two parties. People get frustrated enough to vote for the opposition party automatically. It doesn’t even take that long, considering just 12 years seems to be a pretty common point for voters to jump ship.

Republicans have learned that fact very well and used it to their advantage to continue winning elections with ever-more conservative platforms. Rather than giving up and moderating, they just wait it out and organize for the next moment of frustration in which to bring extreme candidates into office to enact steadfastly conservative agendas.

Tax savings that cost more than social expenditures

From a 2013 Baltimore Sun piece, “Cut tax breaks, not food stamps”, how U.S. executives can save more in taxes in a single dinner than poor families can receive in food stamp money in a month:

Imagine that the tab for dinner and drinks for 10 executives comes to $1,600. Current tax law allows companies to deduct half of the cost of business meals — in this case, $800. With a corporate tax rate of 35 percent, each dollar of deductions yields 35 cents of tax savings — so that $800 deduction saves $280 in taxes. This means one dinner for 10 people provides more public food assistance than the $279 an average household receives in food stamps for the whole month.

But somehow we can’t possibly afford such programs.

I suspect I’m going to have a lot more to say on this particular topic of tax savings that cost more than social program expenditures in future posts and episodes of the radio show. Particularly after I started reading through various Corporation for Enterprise Development (CFED) reports on tax subsidies to the wealthy, including their 2014 report “Redeploying $540 Billion in Federal Spending to Help All Americans Save, Invest, and Build Wealth” (PDF – updated link). Spoiler alert: Hundreds of billions of dollars in revenue is lost each year to Federal tax credit programs disproportionately (and needlessly) benefiting wealthy households.

Burundi president pledges to expand teen death squads

Agence France-Presse: “Groups threatening Burundi security must be destroyed: president”

Burundi’s president on Wednesday called for groups that threaten national security to be “destroyed”, setting a combative and hardline tone as he begins a controversial third term in office.

In a speech read out on state media, Pierre Nkurunziza said young people would be given “patriotic, theoretical and practical training” to work alongside the central African nation’s security forces.

“These mixed security committees will be asked to work day and night so that groups which seek to only kill and upset security, especially inside Bujumbura, will be destroyed and so that we won’t be talking about them two months from now,” he said.

He urged “all people to rise up as one, and to work with security forces so that this promise can be kept”.

 
Burundi has a very low median age — half the population is aged 17 or younger, according to the CIA World Factbook — although a number of other sub-Saharan African countries actually have even younger populations. Just shy of 1 in 10 people in Burundi is a young man or boy in the 15-24 age bracket.

Well before the violent election cycle the President had essentially created paramilitary teen death squads by arming teenage members of his political party’s “youth wing,” known as the Imbonerakure. This was particularly troubling to many in light of its similarities with the Interahamwe Hutu militias in neighboring Rwanda during its 1994 genocide. (Burundi’s ruling CNDD-FDD party is the political arm of a Hutu rebel force from its own civil war period.) The new announcement from President Nkurunziza can be interpreted as a call to expand these Burundian youth militias significantly.

In early July, UN Human Rights High Commissioner Zeid Raad al-Hussein specifically condemned the Imbonerakure’s role in the political violence surrounding the election:

He said his office has documented dozens of killings in the past two months, most of them shootings of demonstrators and human rights defenders by the youth wing and security forces. Zeid urged the government to disarm the Imbonerakure youth wing of the ruling CNDD-FDD party immediately.

 
Earlier, at the end of May, leaders of the other four East African Community member countries (that is, not including Burundi) met in Tanzania to discuss the crisis and issued a statement also spotlighting the Imbonerakure:

“The summit, concerned at the impasse in Burundi, strongly calls for a long postponement of the elections not less than a month and a half,” said the statement on Sunday.

The leaders also called for the “disarmament of all armed youth groups” and for the “creation of conditions for the return of refugees”.

 
The United States suspended one of its largest security training programs in Africa in response to widespread violence by Burundian security forces.
