Op-Ed | France and the West: Inconvenient Questions

Nothing can ever justify or excuse an act of terrorism against civilians. But that does not absolve us from truly comprehending the links between the foreign and military policy approaches pursued by Western governments and the reactions this generates.

The aftermath of a terrorist attack is an especially difficult time to ask difficult questions about strategy. But just as the United States has faced a lot of (justified) criticism for refusing to acknowledge the direct linkages between misguided interventions and blowback incidents, we cannot apply a different yardstick to France.

Watch for the warmongers

This is all the more critical as, in the wake of the events in Paris, there are those pundits and policymakers who are trying to let slip the dogs of war or beat the drums by defining the scourge of “radical Islam” and “homegrown terrorism” as the root of all evil.

If we should have learned one thing by now, it is that tough talk is not the same as serious, strategic policymaking. It is irresponsible to undertake foreign policies without accurately representing to the public the likely risks to them that it will create.

As we assess the future approach, we must also take account of the role that Western governments have played in creating this catastrophe.

This applies especially to all those who glibly claim that ISIS “cannot be contained; it must be defeated,” as Hillary Clinton has just done.

Such an argument conveniently overlooks the fact that it was the U.S. government that inadvertently gave rise to this movement. Its decades of invasions and unpopular interference in the region ultimately culminated in the Pandora’s box war of choice in Iraq. Out of, and in reaction to, these policies grew al Qaeda and ISIS.

The advocates of such a strategy must also explain what can possibly be accomplished by responding with yet more force in an already war-torn region.

An eye for an eye strategy, while sounding principled, makes the whole world blind to the pitfalls such an approach has been triggering.

The French example

France can actually serve as Exhibit A of the pitfalls of a more “muscular” approach. The cruel attacks in Paris are demonstrably reactive in nature.

The unfortunate reality no one wants to discuss at the moment is that France’s Presidents Nicolas Sarkozy (2007-2012) and François Hollande (2012-present) have pushed the envelope for modern France on maintaining a highly aggressive and forcible military presence in majority Muslim countries.

Not since perhaps the Algerian War has France meddled with, sent troops to or bombed so many predominantly Muslim regions in such a short span.

President Sarkozy led regime change in Libya by air campaign in 2011 at the nadir of his domestic popularity. We know what that resulted in. He did it for oil and whatever it was that Iraq War apologist Bernard-Henry Lévy promised him would transpire.

But his successor, President Hollande, went way, way farther — claiming, almost George W. Bush style, that he was fighting ‘them’ over there to protect France from terrorist attacks at home. This approach painted a much bigger target on France’s back.

Hollande’s misadventures

The Hollande record is this: First, he invaded Mali in January 2013, after it collapsed as part of fallout from the Libya meltdown. He did so purportedly to stop terrorism and prevent the creation of a terrorism launching pad near Europe (despite Libya being much closer and truly festering).

In December 2013, he then invaded Central African Republic to ‘save’ Christians from Muslim militias that had already been disbanded. (It did not help that French troops now implicated in widespread child abuse stood by as Christian militias mutilated Muslim civilians’ corpses in front of them.)

In May 2014, Hollande announced a large, permanent rapid strike force deployment to five “Sahel-Sahara” West African nations, all of which were majority or plurality Muslim. He sent jets to bomb Iraq in September 2014. Finally, a year later in September 2015 he sent jets to bomb Syria.

It is difficult to understand Hollande’s declaration that the November 2015 Paris attacks are an “act of war” by ISIS, in view of the reality that France has already been at war with ISIS for more than a year.

Note, too, that the United States was barely involved in half of those misguided efforts.

Whether or not it can match U.S. capacity, France is no longer a junior partner or even hapless “sidekick” to the United States’ mayhem. In that sense, Hollande has gone much further than Tony Blair ever did during the Iraq War episode. Blair restrained himself to just being a sidekick.

France under Hollande has turned itself into an active cyclone by pursuing a militarized foreign policy – a strategy that may prove self-defeating. Read more

Ceasefire deal reached in northern Mali

Just four days of UN-backed talks in Algeria between the Malian government and ethnically-motivated separatists resulted in an immediate ceasefire in northern Mali.

Islamist rebels, however, did not participate in talks or agree to the deal:

The six groups that signed the ceasefire were mostly Tuareg but also included Arab organisations. Signatories included the National Movement for the Liberation of Azawad (MNLA) and the High Council for the Unity of Azawad (HCUA). They did not include groups linked to Al-Qaeda which had fought alongside the MNLA to occupy northern Mali for more than nine months before being ousted in 2013 by French and Malian troops.

 
This ceasefire is the latest stage in winding down — or at least once again pausing — the ongoing, simmering conflict that brought down the Malian government in the south in 2012, led to the proclamation of an (unrecognized) independent state in the north, and brought a French military intervention force into the country in early 2013.

It’s the just the latest step in the seemingly unresolvable north-south resource division conflict that has raged for a century, but which had escalated sharply with the fall of the Qaddafi regime in nearby Libya. The latter had been providing mercenary employment to many jobless, impoverished young men from northern Mali and the Arab Spring ended that arrangement. Additional concerns, such as global warming’s contributions to desertification and drought conditions, also caused a spike in discontent.

The Qaeda-aligned groups who, unsurprisingly, did not participate in the ceasefire deal include a mix of foreign and local fighters. They are likely to continue making trouble in the area for some time to come, unless they head to other pastures, such as the emerging Libyan Civil War and the ISIS satellite provinces rising there.

It’s also unclear how long a ceasefire or peace can endure in northern Mali before breaking down once more, without a wider solution to poverty and resource concerns for the arid, poor region.

As I argued during the 2013 French intervention, the West should seriously consider making a significant anti-poverty investment in northern Mali and other parts of the Sahel, in the tradition of the Marshall Plan, instead of relying on militarized governments and the occasional European or American fighter jet squadron to “fix” these crises briefly.

Oped | Reform Islam Vs. the Billionaire Barons

My new oped in The Globalist argues that Islam isn’t inherently backward — as is mistakenly often suggested in Western media — it’s being held back by powerful donors who support extreme versions of it and make those the focus of attention. Here’s an excerpt, discussing lack of doctrinal uniformity in Islam versus the unifying force of money to extreme causes:

Sunni Islam alone has a handful of diverging schools of thought, further splintered by the separate followings of various popular current scholars.

Unfortunately the loudest and perhaps best-organized sub-segment of the sect recently seems to be the engine driving extremist groups all over the world. But even that analysis misdiagnoses and misattributes a centralization that is not really there, beyond a superficial level.

The emerging global networks of fundamentalist Sunni Islamic terrorism of the past 5, 15 and 25 years are linked in practice only because they have voluntarily associated with each other and with a specific brand of the religion.

The networks have co-opted or completely supplanted decades-old movements in places as diverse as Mali or Philippines, which had aimed to address local poverty and institutional inequalities (or obtain independence).

This voluntary association between groups, in countries from West Africa to Southeast Asia, has only been made possible by atypically centralized funding sources that provide seed money and setup advice for local franchises before they are able to become financially self-sustaining.

Most of the franchises have not been able to reach self-sufficiency and continue only by the grace of the startup funders. The rest generally continue to receive advice from the funding sources and remain associated with the other groups for brand value and the attention that comes with it.

These funders — not preachers — are the ones who really shape existing local grievances and separatist movements into a globalized, semi-unified ideology. Without them, the decentralization inherent to Islam would continue to reign.

The efforts to create a caliphate spanning the globe aren’t springing up from the grassroots of abandoned and impoverished desert populations. Rather it springs fully formed from the men bearing suitcases of cash and ideological directives on what must be done and said to keep it coming.

This money is coming from fundraisers in Qatar and Kuwait and donors in those countries, as well as in Saudi Arabia, Bahrain and beyond. If those donor networks were broken and permanently dismantled, it would break apart the emerging coalition of co-associating local movements subscribing to a hardline, Islamic globalism.

Destined to fail? The hardline-Sharia breakaway states of history

Since the 19th century, various leaders and groups across North Africa, East Africa, and the Middle East have attempted to establish brand new states with Islamist theocratic and expansionist governments. This tradition merely continues today with organizations acting in the vein of ISIS and several others today as well as a few rapidly derailed others in recent years. These efforts have fallen apart pretty easily every time, as discussed in a New York Times op-ed by David Motadel, a University of Cambridge historian, who has studied these movements.

They are formed in response to crisis, civil war, state failure, anti-colonialism, or some combination. They progress from rebel force seizing territory to seeking to establish states to expand their military capacities (via revenue collection and such), but then they make themselves into highly visible (and attackable) fixed targets, and they inevitably prove inept at governance, resulting in a rapid loss of popular support. Here’s one of several examples provided:

Equally short lived was the Mahdist state in Sudan, lasting from the early 1880s to the late 1890s. Led by the self-proclaimed Mahdi (“redeemer”) Muhammad Ahmad, the movement called for jihad against their Egyptian-Ottoman rulers and their British overlords, and it established state structures, including a telegraph network, weapon factories and a propaganda apparatus. The rebels banned smoking, alcohol and dancing and persecuted religious minorities.

But the state was unable to provide stable institutions, and the economy collapsed; half of the population died from famine, disease and violence before the British Army, supported by Egyptians, crushed the regime in a bloody campaign, events chronicled in “The River War” by the young Winston Churchill, who served as an officer in Sudan.

 
I think probably the only example of a surviving anti-colonial Islamist theocracy is Iran after 1979, which isn’t discussed in the article. But that’s because there’s not much similarity, despite the apparent end game. The Iranian radicals seized complete political power in a defined, pre-existing country with an existing and functioning state. There wasn’t a huge external crisis or war happening at the time, and they didn’t have to fight their way into power with a full-scale rebellion or insurgency. Moreover, the Iranian revolutionaries immediately turned the engine of the state (albeit with heavy purging of old regime loyalists) toward populist provision of services. And then they were soon invaded by Saddam Hussein, which helped mobilize the population for a patriotic defense against him, thus further securing the continuance of the new government in the state. In other words, the Iranians came to power very differently from how groups in the mold ISIS have tried to establish state authority, and they did everything they needed to so that they would be on a durable footing.

ISIS may be more tech-savvy and one of the best armed of these groups over the course of more than a century — though they’re also facing modern armed forces and not 19th century French infantry — but they have already shown themselves to be repeating the same patterns that led to the collapse of the prior efforts. You can alienate the people some of the time, if you provide food and services, but you can’t provide that without risking external attacks (like we’ve been seeing) or else a demonstration of gross incompetence in governing…and you can’t stop providing those things and continue alienating the people, without falling from power.

France announces indefinite Sahel deployment

France’s defense minister has just announced plans to create a semi-permanent force of 4,000 troops across the entire Sahel and Sahara in former French West Africa, as it redeploys most of its troops in Mali.

“There will be 1,000 soldiers that remain in Mali, and 3,000 in the Sahel-Sahara zone, the danger zone, the zone of all types of smuggling,” Mr Le Drian said, in a television interview.

“We will stay as long as necessary. There is no fixed date,” he added.

French forces will be based in four regional centres – Mali, Chad, Niger and Burkina Faso – Reuters news agency reports.

Smaller bases from which to launch strikes are being set up, with Ivory Coast as the mission’s logistical hub, it adds.

 
I find this development fairly troubling. France should too. Open-ended commitments are rarely a good idea.

However, it’s also not surprising, given the increasing re-involvement of France in the security affairs of its former African colonies in the past decade. A small, permanent force in several locations in or near the Sahel/Sahara is probably the only way (from a feasibility standpoint) that France can both avoid permanent and ineffective occupations (at much higher cost in lives and money) and respond quickly to rising threats, kidnappings, etc., which it feels it must do for its own security.

All the same, this open-ended, rapid-reaction wack-a-mole approach to counterterrorism — where they keep thousands of troops all over West Africa (and Central African Republic nearby) before periodically bursting into neighboring countries for a minute, guns blazing, like Operation Neptune Spear — makes France seem more than a bit neo-colonial.

Nathanael Callon)It also seems like an easy step down the path toward becoming completely mired in an unwinnable, transnational counterinsurgency operation in the Sahel — something others have warned against previously often.

As ever, the Sahel needs more of a Marshall Plan development aid strategy than troop deployments.

Mali coup grave may have been found

Mali investigators searching for 23 missing elite presidential guard troops who vanished a month after the March 2012 military coup have found 21 bodies outside the base of the coup leader. The transitional government, which succeeded him after regional pressure forced him from power, recently arrested him for complicity in kidnapping.

This terrible find was probably only uncovered because of all the international and regional attention on Mali after the coup government lost control of the north to Islamist rebels and had to be bailed out by France. Meanwhile, next door, the President of Burkina Faso has been in office since the 1987 coup — and as I understand it, according to the one surviving eyewitness account of the coup d’état, pretty much everyone in the presidential mansion was gunned down during that coup. Yet there doesn’t seem to be anyone calling for a new government and investigations there.
